I think theatrical makeup is a form of visual communication. It allows one to instantly show who they are, whether it's a poor, dirty, emaciated child, or an oily, hairy old man. Theatrical makeup can accent a costume while finishing an entire character. It's generally more intensive than screen and street makeup, but they all allow an outsider to lean about the person with the made up face.
I agree, I think the makeup says a lot about the character, whether the make up be subtle or very noticeable.
